Most excavation damage happens in the gap between two contractors: one marks the ground, another shows up days later and interprets somebody else's paint. When the locate and the dig belong to the same outfit, that gap closes. The person running the machine can talk to the person who put down the marks, and often that is the same crew on the same job.
